THE FUND maintains a strong social media presence with thousands of followers. Members of the public are invited to nominate police personnel for extraordinary service that improves the quality of life in the city or protects the residents. Officers and Professional staff are eligible to receive this Award. Hundreds of nominations were received every quarter by way of a link on THE FUND website. From those nominations, THE FUND selects a Citizen’s Choice Award recipient each quarter, with one of the four quarterly honorees being named the overall Citizen’s Choice Award winner each year.
CAPTAIN BULLARD
Captain Bullard, a West Palm Beach native, received multiple nominations for his dedication to the community where he was born and raised. After beginning his law enforcement career in 2000 in Pinellas Park, Florida, he returned home in 2002 and has since risen through the ranks to Captain. He now serves as Captain over the Community Engagement Unit, overseeing Juvenile services, Unhoused Persons Outreach initiatives, the Entertainment district, and general community service needs. His deep community roots, commitment to mentorship and legacy of community leadership have made him a highly visible officer and positive role model in the neighborhoods he serves.
SERGEANT MALDONADO
Sergeant Maldonado was nominated for exemplifying the highest ideals of service by extending his commitment beyond the badge and into the lives of those he serves. Recognizing the potential of a young female athlete, Sgt. Maldonado personally contributed his own resources, organized fundraising efforts and ensured she had the opportunity to travel and compete. His actions reflect genuine compassion, initiative and an unwavering dedication to uplifting others. Respected and trusted within the community, Sgt. Maldonado’s selfless investment of time, energy and personal support has created meaningful opportunities and stands as a powerful example of true community service.
In recognition of his extraordinary impact, Sergeant Maldonado was selected as THE FUND’s 2025 Citizen’s Choice Award winner and was honored at the Annual West Palm Beach Police Awards.
OFFICER CONCHESO
Officer Concheso was nominated for her extraordinary compassion, advocacy, and commitment to community service. During a wellness check, she encountered a community member facing significant hardship and took immediate action to provide meaningful support, including helping secure shelter and assisting with basic needs so the individual could regain stability and independence. In 2023, she also provided meaningful support to a child battling cancer, demonstrating empathy and kindness far beyond the scope of her duties. Her selfless willingness to exceed expectations, combined with her genuine care for families, children and those in crisis, reflects a deep commitment to safety, dignity and service and exemplifies the highest ideals of community policing.
OFFICER MICHEL
Officer Michel was nominated for his genuine compassion, selflessness and unwavering commitment to the neighborhoods he serves. He consistently goes above and beyond, whether assisting individuals in need by helping them access food and employment or enforcing the law with fairness and dedication. His daily sacrifices and service to others reflect a true service-before-self mindset and exemplify the values of community-focused policing

Officer English was honored with the 2024 Citizen’s Choice Award at the West Palm Beach Police Awards held at the Kravis Center! This award recognizes outstanding contributions to our community, and we couldn’t be prouder of her for this remarkable achievement.
